Chocolate Ice Box Dessert

1 cup flour
1 cup chopped nuts
1 stick butter or margarine
3 cups milk
1 (8 oz) package cream cheese
1 cup powdered sugar
1 cup Cool Whip
Additional Cool Whip
1 large package instant vanilla pudding
1 large package instant chocolate pudding

Mix flour, nuts and butter and spread in 9 x 13" pan. Bake at 350 for 20 minutes, and let cool. Mix cream cheese, powdered sugar and Cool Whip and spread on baked crust. Mix together puddings and milk, beat until smooth and thick. Spread over cheese layer and cover with additional Cool Whip. Sprinkle with nuts. Chill. (Can also be frozen)
